Układ z Volteru (1971, 17 stycznia)

Układ z Mauritiusem - bilateralna umowa pomiędzy rodem Volturi a państwem Mauritius zawarta w dniu 17 stycznia 1971 roku. Była to jedna z ostatnich umów jaką ratyfikował Fineas Volturi przed śmiercią. Na jego mocy utworzono Naczelny urząd dla czarodziejów, którzy liczą blisko 15% społeczeństwa państwa. Przywódca czarodziejów - Naczelnik Czarodziejstwa Mauritiusa jest wybierany w wyborach bezpośrednich na okres siedmiu lat bez ograniczeń w jej liczbie. W razie gdyby urzędujący naczelnik wyraził chęć dalszego urzędowania a nie ma kontrkandydata automatycznie po zakończeni jednej kadencji zaczyna kolejną. Nie ustalono wieku minimalnego kandydata, dlatego przyjęto zasadę, że kto skończył 18 lat zyskuje czynne i bierne prawo wyborcze. Wybory zarządza Wysoki komisarz rodu Volturi w Republice Mauritiusa na okres pomiędzy 35. a 30. dniem przed końcem kadencji, a w razie opróżnienia urzędu na pomiędzy 20. a 30. dniem od wydarzenia. Mauritius jako jedno z nielicznych państw Afryki ma stabilne rządy demokratyczne, dlatego i w tym przypadku rola rodu Volturi ograniczyła się do obserwacji i interwencji w razie najwyżej konieczności. Wysoki Komisarz ma prawo zdymisjonować naczelnika w następujących przypadkach: trwałej choroby uniemożliwiającej dalsze pełnienie urzędu, zdrady stanu, naruszenia konstytucji Mauritiusa lub prawa czarodziejskiego, a także na wniosek naczelnika czarodziejstwa i prezydenta. Był taki jedyny przypadek w 2019 roku, kiedy to Fryderyk Antoniusz (ur. 1943) ogłosił dymisję Johna MacArthura. "Minister magii" był wówczas śmiertelnie chory. W czasie ostatnich chwil poczucia pełnej świadomości napisał wniosek do wysokiego komisarza, aby ten go zdymisjonował w przypadku gdy straci możliwość wykonywania swoich obowiązków. W wyjątkowych okolicznościach może zdymisjonować naczelnika czarodziejstwa w następujących przypadkach: trwała choroba naczelnika, zdrada stanu, złamanie prawa czarodziejskiego lub konstytucji kraju, a także na wniosek przywódcy państwa. Wysoki komisarz zezwala naczelnikowi czarodziejstwa na zrezygnowanie z urzędu w formie aktu dymisji. Wielki Sędzia Volteru i Wielki Mistrz rodu Volturi zatwierdzają wszystkie decyzje wysokiego komisarza. 11	Układ wchodzi w życie gdy obie strony zakończą proces jego ratyfikacji.	The pact comes into force once both parties to the pact conclude the process of ratification of the pact.
