Umowa Henryka Downstreet i Kajfasza Volturi - podstawowy akt prawny, na mocy którego powstało ministerstwo magii i urząd Ministra Magii Antigui i Barbudy. Popisano ją w dniu 15 lutego 1974 roku w Londynie przez Ministra Magii Wielkiej Brytanii, a dzień później w Volterze przez władcę czarodziejów. umowa obowiązuje nieprzerwanie od 1 marca 1974 roku. Miesiąc później przeprowadzono pierwsze wybory. Pierwszy rząd czarodziejów podłożył podwaliny współpracy z rządem państwa.
